I want a small pet that is not a reptile and i can keep in my room that is not expensive and i can cuddle with

Since you want inexpensive and cuddly pets, I think rats would be your best option. The cage will cost you $50-100, but after that, everything else is fairly cheap. Make sure you do your research first.

If you do end up getting rats (or any other animal), look into adopting from a rescue or shelter. http://petfinder.com/
Rescue a rabbit from your local animal shelter, the price will be around 15-20 bucks for a non spayed or neutered rabbit. and 60-80 dollars for one that is neutered or spayed.
However, rabbits are not good to keep in your room due to the strong smell of hay that needs to be kept in their cage at all times. I recommend the kitchen, basement, or playroom/all purpose room.
A hamster is nocturnal, it might keep you up at night.
A chinchilla can be an nice option but might be out of your budget, and the cages are quiet big.
Mice and rats can be good as well, however most woman are afraid of the tails and will not allow it.
Ferrets are also another wonderful choice and the prices are a little bit higher than the rabbit though.
A guinea pig is great too! the prices are a little lower than the rabbit and make great cuddle buddies. However, the cage needs to be big and their cage needs to be cleaned very often because they shed a lot!
